


Central to the safe provision of health care within the community is the quality of education, skills and competency of those who deliver this service.
A quality model of care which is accessible, flexible, affordable and safe is essential in meeting the needs of the aged, or those living in the community with a disability.
Modern day community health support is no longer just the domain of the Health Professional in fields such as Medicine, Nursing or Allied Health. While it is the role of these Health Professionals to utilise their expertise to assess, plan and provide strategy, the emerging role of the ‘care worker’ has a rightful and growing place in the community delivering personal care to people in need.
Historically much robust debate has existed with regards to the use of care workers to deliver personal care and health support within the community environment. The Health Support Manual seeks not to contribute to this debate, but rather to light the way forward.
This evidence based health support manual is designed to be used by care workers, nurses and related organisations and industries as a resource to assist in the development of health care plans and inform the process of training and competency assessment within the community environment.
It is the intent of the authors that this manual serves as a useful resource to assist the training and assessment of care workers and that it be utilised as intended as a vehicle to drive quality provision of care within the community setting.

In this manual, workers are referred to as Care Workers to reflect the role that they have in the Australian workforce.
This evidence based manual has been prepared by a team of Clinical Nurse Consultants with extensive industry experience in both the aged and disability care sectors. It conveys a strong commitment to professionalism and the provision of equitable, quality services through the promotion of independence safe appropriate practice and the inclusion of recent research evidence.
The manual has been developed also as a resource for care workers undertaking health tasks as part of the competency training and assessment process. Each procedure has been reviewed in relation to the care worker scope of practice. The evidence for this manual will be updated every 3 years, in line with recommendations by The Cochrane Institute to ensure practice is based on current evidence.
